INSUFFICIENT FUND FOR SECURITY PAYMENTS

Dear All Residents,

I wish to highlight that the security service is of paramount important for all to enjoy protection and safety of our beloved Tmn Sri Angsana Hilir. We cannot deny the efforts of the Chairman and the active committee putting their unconditional efforts to keep our Taman as safe as can be. All residents should be indepted and felt gratitude to their efforts put in so much which only cost so little to us to contribute and being working for a developer in a public listed company for so long, I notice their knowledge in handling authorities and land matters deserve my upmost respect and solute. The Chairman and Committee has been putting so much efforts to solve various issues and maintaining its function to provide good services WITHOUT PAY to all and yet there are still residents objecting and not recognizing their efforts which disturb me so how.

I call out to those who have not yet contributed to the security fees to come forth sincerely and on his or her freewill to settle the outstanding so that the Chairman and Committee can serve them wholeheartedly and faithfully. If not, all will know the circumstances as all have read bad news if we leave the efforts put in to waste. Just think carefully and diligently and i know all will make a good decision.

Title Issue Update - minutes of meeting

Below is the update for today meetings in SUK Building Shah Alam:-

MESYUARAT MEMBINCANGKAN PERKEMBANGAN PROSES MENDAPATKAN SURAT HAKMILIK KEPADA PEMILIK-PEMILIK RUMAH-RUMAH TERES TAMAN SRI ANGSANA HILIR,AMPANG.

Present:

The Meeting contents as follows:-

1. YB Iskandar giving a briefing regarding the previous meeting held on early of January 2010. The previous meeting resolved that:-

a. PTG will identify a solution to resloved the discharge of title for our terrace houses.

b. HLB Ler Lum will provide a proposal for discharge of title to PTG and YB Iskandar.

c.PTG will identify active caveats from 300++ caveators in order to find solution to resovled the title issues.

2. Encik Mohd Rashidi brief that PTG Hulu Langat does not yet prepare the latest caveats update due to incomplete documents. Most of the documents at PTG HQ Selangor. He further ,mentioned that on JANUARY 2010, the liquidators had performed payment for the ‘cukai tanah’ and HLB Ler Lum had overpaid the tax amount RM 86,000 overpaid amount to PTG. Hence, the step recommended by Dato Nasir in 1st meeting to possess the land is unenforceable due to Ler Lum had paid the ‘cukai tanah’ due to PTG.

3. Encik Mohd Rashidi further comments that no action can be taken to resolved the title issue due to HLB Ler Lum not yet apply for subdivide. Furthermore, HLB Ler Lum still not yet do submission to PTG the pre comm from authorised land surveyor. The pre com should be submitted for MPAJ approval.

4. Encik Awang from MPAJ mentioned that pre comm might had been done but not yet submitted for approval. Encik Faizal comments that we had meets Encik Awang and aware of the pre comm requirements and we had once in past year request quotation for land survey for the master title.

5. Encik Faizal further comments that the pre comm cost should be divided equally to to the terrace house owners, condo’s owners, commercial areas owners and low cost owners. He then suggest a meeting should be called with each group representative to discuss regarding the fee to be paid for the master title pre comm fee.

6. YB Iskandar mentioned that last month HLB Ler Lum submitted a letter to YB Iskandar c.c. to PTG regarding the concern from HLB Ler Lum to strike off the title for terrace house and request PTG to waive the necessaries fee.

7. Encik Faizal further mentioned that PPTSAH agreed to paid the pre comm cost but only for terrace house owners but for the rest of the owners for low cost, condo’s, commercial area should have the responsibility to settled the fee for their area. YB Iskandar comments that they will have problem to settled down the pre comm fee for low cost and condo’s area.

8. Encik Faizal suggested that the next round meeting should also included HLB Ler Lum and AMBANK. YB Iskandar, PTG and MPAJ agreed with the suggestion.

It was resolved during the meeting that :-

1. PTG will prepare a report of all caveats, to identify active caveat for next action.

2. Preparation of Pre comm for the master title in order to proceed for the 2nd stage for subdivide.

Overview of meetings:-

1. PTG is not well prepared for the meeting and the officers attending the meeting is not well prepared.

2. It seems PTG Hulu Langat had a conflict with State Land office due to PTG Hulu Langat does not have complete documentation for our title issue. Caveat report was pending due most of the caveat data was kept at State Land Office.

3. Lembaga Perumahan & Hartanah Selangor mentioned that in order to speedite the process, state government need to address all the caveats in single court application, means application to all caveators that are active.

4. Encik Faizal seek help YB Iskandar as state govt exco to monitor the following issues:-

i. Failure of HLB Ler Lum to issue consent letter to buyer promptly though 2% fee had been paid. A few case had been reported that takes HLB Ler Lum more than 2 months to issue Consent Letter though 2% payment was done to them.

ii. For YB to monitor the abandon condo accordingly especially on the illegal dumping, cleanliness and upkeep of the abandon condo’s & also fencing of the illegal condo’s to avoid further illegal dumping

The meeting was adjourned at 10.45am.

Residents’ Complaints

Salam and Greetings to all Residents,

Re : Residents’ Complaints

As you are aware, the majority of you, our fellow residents, had given us your consensus to proceed with several security measures, which included the closure of the barrier gates at various times. It has indeed brought added comfort to the Taman with this additional measure.

However, it now appears that some residents do not view our actions positively and regrettably, have taken action into their own hands by lodging complaints with the MPAJ. The Committee has tried on many occasion to discuss this matter towards an amicable solution; sadly, we have not been able achieve the desired results.

Please rest assured that the Committee will always take into consideration the needs of all residents and will try to implement measures that will benefit the community. Sometimes, some amount of sacrifice is needed for the greater good of our Taman and our beloved community. Below, we have attached the various forms communications received from the residents who are not satisfied with our actions. Perhaps, it will help you understand some of the difficulties the Committee faces in trying to carry out its duties.

There are mainly 2 residents who disagree with the security barrier implementation and they have lodged official complaints with the MPAJ.

New Security Barrier Opening Hours

Dear Residents,

As the new school term has already commenced on the 4th of January 2010, we will as previously practised, will open and close the barrier gates to facilitate the movement of the school buses, for the convenience of our children. Attached below is a note from our Chairman on the new hours to be observed during school days.

For the comfort of our residents that have kids schooling in the afternoon session, I agreed with Raymond Lee’s proposal to reschedule the boom gate opening. We should consider the convenience of the residents’ kids to go out and enter during school time.

The new hours will as follows:

6.00am - 9.00am
11.00am - 3.00pm
5.00pm - 8.00pm

We seek your kind understanding and cooperation to convey the message to our fellow residents on the need for the flexible opening/closing times during the school days. Your kind assistance is much appreciated.

Resident En Tahir lodge complaints to MPAJ to remove our barrier.

Dear Neighbours,

Please be informed that I’ve lodged an official complaints to MPAJ regarding the above subject. The reason being was that my complaints made to the association a year ago was not resolved amicably as if it was falling on deaf ears.

Please be reminded that the association do not own the Taman and do not have any authority to prevent others from using the service roads. And also we are not running a Parliament or Dewan Undangan at our Taman where majority vote counts.

According to En Nizam from MPAJ, the service roads are meant for public access which I think the association has already knew from day one. Everybody has equal rights to use it but no rights to block it excepts for certain occassions or functions.

The Association are now acting like a bunch of gangsters dictating others what to do and what not to do denying other people’s right. And also denying the guidelines stipulated by the Selangor Housing and Property Board on the implementation of a guarded community.

“Gates could only be closed from midnight to 6am daily. After that, residents must be allowed access to the neighbourhood without any restrictions. If residents wish to close it all day long, a security guard should be there to man the gate.”


If you think your safety is at critical stake, you should add more guards rather than making other people’s life difficult.

I would like to beg the Association to return me back my normal life as before. Ever since En. Faizal appears in this Taman, my life have been disrupted very badly. I have not done anything bad towards my neighbours and their families especially En Faizal.

I think all religion in the world do not allow their followers to bully and discriminate others for their own benefits. If you do believe in GOD and faith please return me back my normal and do not bully or discriminate me.

Security Update

Respond from Chairman regarding meeting with City Squad last night at 8pm.

Salam and Greetings

The meeting WAS to review the new Security provider services
that is City Squad Security and Investigation Services Sdn.Bhd.

Among the subject discussED during the meeting:-

1.  To ensure that the standard guideline is followed.
2.  Discuss the current problem that occured during the first 3 weeks of service.
3.  To inform  City Squad to strengthen their patrolling service
around our taman.
4.  Highlighted to them about the clocking schedule and table per day.
5.  Informed the security company regarding the closing of the barrier
and the implementation of the opening/closing hours.
6.  Any others matter arises especially regarding outsider entering
our taman and patrolling at night.

Overall, the outcome is positive, there is a two-way communications
within our new security provider and our association. With the
commitment from our side, and the enhancement of service from the
security provider, we believe the services rendered to us in future
will be better and improved.

Nevertheless, the participation and feedback from all the residents is
always needed to ensure the service quality and for the benefit of
our taman and its residents.

Re: Laporan Aktiviti Terkini

Salam dan Selamat Sejahtera kepada semua penduduk.

Bagi pihak Ahli Jawatankuasa, saya ingin memaklumkan kepada semua berkenaan perkembangan aktiviti terkini di Taman kita:

Palang Penghadang
Pihak Ahli awatankuasa dengan sukacitanya ingin memaklumkan bahawa kami telah menerima consensus dan sokongan sebanyak 95% daripada penduduk Taman kita melalui surat pekeliling yang dikeluarkan sebelum ini untuk perlaksanaan penggunaan pagar penghadang di 5 lokasi di sekitar taman perumahan kita. Justeru itu, kami akan mula menutup palang penghadang di Hilir 4 dan Hilir 5 dengan kadar segera (seperti sebelumnya; yakni sebelum isu ini keluar di suratkhabar); palang penghadang ini hanya akan dibuka dari pukul 6.00 pagi sehingga 9.00 pagi semasa cuti sekolah ini dan pada waktu persekolahan ia akan dibuka pada masa tengahari yakni dari jam 11:00 pagi hingga 2:00 tengahari.
Pagar Keselamatan di Kawasan Lapang
Kerja-kerja memagar kawasan lapang hamper kini hampir selesai. Kami berharap dengan ciri keselamatan terbaru ini, semua penduduk akan dapat menikmati keselesaan Taman kita bersama-sama.

Bayaran Yuran Keselamatan
Kami juga ingin memaklumkan bahawa pihak Ahli Jawatankuasa akan memulakan punguntan kedua yuran keselamatan mulai minggu pertama bulan Disember 2009. Sila pastikan anda membuat bayaran sebanyak RM300 (untuk setengah tahun kedua) kepada Blok Rep anda atau ahli Jawatankuasa. Kami juga akan membuat kutipan dari rumah ke rumah pada waktu petang selepas pukul 8.00 malam dan anda boleh membuat bayaran anda semasa itu. (Dilampirkan bersama senarai Blok Rep untuk perhatian anda.)

Re : Activity Updates

Salam and Greetings to all.
On behalf of the Committee, I am pleased to bring you the latest updates on the activities in our Taman:

Barrier gates
The Committee is happy to announce that with the outcome of our last circular to you, we achieved once again 95% consensus for our barrier gates proposal. As such, we will also commence closing the barriers at Hilir 4 and Hilir 5 with immediate effect; the gates will only be open between 6.00am to 9.00 am during the school holidays and during school terms, the gates will be opened from 11:00 am till 2:00pm.

Fencing for Kawasan Lapang
We are pleased to inform that the fencing project is near completion. We hope that with this additional security measure, you will be better able to enjoy the comfort of our Taman with our fellow residents.

Payment of security fees
We also wish to inform that the Committee will commence collection of the second security fees from the first week of December 2009 onwards. Please make your payment of RM300 (for the second half of the year) to your Block Reps or members of the Committee. We will also be making our rounds in the evenings after 8.00 pm and you can make the payments as well. (Attached is a list of the Block Reps for your easy reference.)

Salam dan Selamat Sejahtera dari kami di Persatuan Penduduk Taman Sri Angsana Hilir, Kg.Pandan Dalam

Bersama-sama ini kami lampirkan senarai nama penduduk-penduduk taman yang telah pun membuat bayaran perkhidmatan kawalan keselamatan untuk sessi yang lalu.

Diharapkan pihak tuan dapat menggantung notis kawalan keselamatan di setiap rumah yang terlibat dengan kadar segera untuk memberi impak positif untuk pungutan yuran keselamatan yang akan dibuat pada bila-bila masa dari sekarang.

Sementara itu, berikut adalah perkara-perkara berbangkit yang memerlukan penelitian dan tindakan segera di pihak tuan selaku penyedia perkhidmatan kawalan keselamatan di taman kami :

1. Setakat ke hari ini, hanya rondaan bermotor yang telah dijalankan oleh tuan. Belum dilihat rondaan berbasikal dilaksanakan seperti yang telah dinyatakan di dalam modul kerja tuan.

2. Maklum balas dari AJK dan penduduk, keberkesanan rondaan bermotor di pihak tuan masih kabur dan ‘VISIBILITY’ atau kemunculan rondaan bermotor kurang dilihat di kawasan taman terutamanya di Jalan Hilir 3. ( Ini mungkin faktor penyumbang kepada kes pecah kereta yang berlaku di 51, Jalan Hilir 5, pada hujung minggu yang baru lepas).

3. Lampu keselamatan untuk peringatan di pintu masuk utama waktu malam (berdekatan pos kawalan) masih belum disediakan. Hanya ’spotlight’ dilihat telah dipasang pada pos kawalan. Lampu ini juga terdapat dalam item yang sepatutnya disediakan oleh pihak tuan kepada kami.

4. Kunci ‘clocking’ Amano telah kami serahkan pada minggu lepas, tetapi setakat hari ini, belum kelihatan secara efektif,aktiviti ‘clocking’ telah dilaksanakan. Sila maklumkan jadual clocking kepada kami untuk pemantauan.

5. Kami mendapat maklumbalas dari AJK dan penduduk bahawa berlaku kekerapan pengawal malam yang bertugas dengan kerap bertukar(Kerap berlaku muka baru bertugas) Ini adalah sama sekali berbeza dengan jadual asal dimana tuan memaklumkan bahawa terdapat 4 pengawal sepenuh masa bertugas dan 2 pengawal ganti (seperti biodata yang telah disediakan kepada kami).

6. Berdasarkan persetujuan antara persatuan dan syarikat tuan, kami bersetuju untuk menggunakan uniform PUTIH. tetapi dalam masa 17 hari syarikat tuan bertugas, kerap kelihatan pengawal bertugas menggunakan pakaian seragam GELAP.

Ini adalah bahaya kerana penjenayah mungkin boleh melakukan penyamaran dengan menggunakan uniform gelap untuk melakukan aktiviti jenayah. Pd hemat kami, UNIFORM PUTIH harus diseragamkan supaya penduduk2 kami peka bahawa pengawal keselamatan hanya memakai UNIFORM PUTIH dan ini secara langsung memudahkan pihak tuan dari penyeragaman dan keselamatan di taman kami.

7. Perkara-perkara lain adalah seperti kekerapan menggunakan telefon terutamanya diwaktu peak hours pagi. Ini dapat dilihat dengan jelas.kereta keluar masuk dengan kerap tetapi pengawal bertugas duduk sambil bercakap atau sms dengan HP.

Kami berharap agar tuan dapat kembali kepada kami dengan kadar segera berkenaan perkara diatas.

Kerjasama tuan amat kami hargai dan terima kasih diatas penyedakan BANNER SELAMAT DATANG KE TAMAN SRI ANGSANA HILIR lengkap dengan tanda perkhidmatan kawalan keselamatan dan contact no. untuk dihubungi. yang telah sedia ada dipasang berdekatan dgn Pos Kawalan Utama di Jalan Hilir 3.
