PERMOHONAN UNTUK PERUNTUKAN TAMAN PERMAINAN KANAK-KANAK DI TAMAN SRI ANGSANA HILIR, KAMPONG PANDAN DALAM
TAPAK PERMOHONAN : KAWASAN LAPANG DI TAMAN SRI ANGSANA HILIR

Dengan segala hormatnya pertemuan dan dialog antara AJK-AJK PPTSAH dan Yang Berbahagia Tuan dan Ahli Majlis Zon 16, Tuan Haji Meor Rithuan bin Mohamed Said pada 6hb Ogos 2009 dengan ini adalah dirujuk.

Adalah dimaklumkan bahawa pada pertemuan tersebut, kami ada menyuarakan hasrat kami untuk memagarkan kawasan lapang tersebut dengan kos di tanggung oleh penduduk-penduduk taman dan memohon kepada MPAJ untuk diadakan satu kawasan taman permainan mini untuk kanak-kanak di kawasan lapang tersebut.

Maklum balas Yang Berbahagia Tuan pada masa itu adalah bahawa MPAJ sedia untuk mempertimbangkan permohonon tersebut. Justeru itu, kami dengan amat berbesar hati memohon Permohonan untuk Peruntukan Taman Permainan Kanak-kanak di Taman Sri Angsana Hilir bertempat di kawasan lapang di Taman Sri Angsana Hilir. Rasional permohonan kami adalah berdasarkan fakta berikut :-

Taman Sri Angsana Hilir adalah sebuah taman yang telah di bina lebih dari 15 tahun. Selama ini, sehingga ke hari ini, tidak ada lokasi atau pembinaan kawasan permainan kanak-kanak di bina untuk kemudahan rekreasi penghuni-penghuni taman dan kawasan persekitarannya.

Penghuni-penghuni terutamanya kanak-kanak penduduk Taman Sri Angana Hilir dan kawasan sekitarnya terdedah kepada bahaya kemalangan jalan raya dan kemalangan diri kerana selama ini penduduk-penduduk menjalankan aktiviti riadah di atas jalan raya dan kaki lima di hadapan rumah mereka.

Kami difahamkan bahawa tapak lokasi taman permainan kanak-kanak di Taman Sri Angsana Hilir, di kawasan lapang bersebelahan kawasan deretan kedai (kawasan komersil) telah ditukar status kepada kawasan komersil dan kini di miliki persendirian. Pada pandangan kami, ia adalah satu tindakan yang tidak wajar kerana kepentingan awam tidak di nilai secara terperinci dan sesungguhnya penduduk-penduduk taman dan kawasan persekitarannya menghadapi masalah kemudahan awam yakni tiada kawasan taman permainan kanak-kanak dan riadah.

Justeru itu, berdasarkan justifikasi kami di atas, kami memohon jasa baik Yang Berbahagia Tuan agar dapat mempertimbangkan peruntukan untuk mengadakan satu kawasan permainan kanak-kanak berlokasi di kawasan lapang tersebut.

Sukacita dimaklumkan juga, demi keselamatan penduduk-penduduk taman dan kawasan persekitarannya juga, Persatuan Penduduk bersetuju untuk menanggung kos pagar keselamatan (Security Railing) di sekitar kawasan lapang untuk menghindar kanak-kanak bermain dijalan raya utama di sekitarnya.

Oleh yang demikian, adalah menjadi harapan kami agar pihak Yang Berbahagia Tuan dapat mempertimbangkan permohonan kami untuk mendapatkan peruntukan taman permainan kanak-kanak di kawasan lapang tersebut. Respond from Chairman regarding meeting with City Squad last night at 8pm.

Salam and Greetings

The meeting WAS to review the new Security provider services
that is City Squad Security and Investigation Services Sdn.Bhd.

Among the subject discussED during the meeting:-

1.  To ensure that the standard guideline is followed.
2.  Discuss the current problem that occured during the first 3 weeks of service.
3.  To inform  City Squad to strengthen their patrolling service
around our taman.
4.  Highlighted to them about the clocking schedule and table per day.
5.  Informed the security company regarding the closing of the barrier
and the implementation of the opening/closing hours.
6.  Any others matter arises especially regarding outsider entering
our taman and patrolling at night.

Overall, the outcome is positive, there is a two-way communications
within our new security provider and our association. With the
commitment from our side, and the enhancement of service from the
security provider, we believe the services rendered to us in future
will be better and improved.

Nevertheless, the participation and feedback from all the residents is
always needed to ensure the service quality and for the benefit of
our taman and its residents.

Re: Laporan Aktiviti Terkini

Salam dan Selamat Sejahtera kepada semua penduduk.

Bagi pihak Ahli Jawatankuasa, saya ingin memaklumkan kepada semua berkenaan perkembangan aktiviti terkini di Taman kita:

Palang Penghadang
Pihak Ahli awatankuasa dengan sukacitanya ingin memaklumkan bahawa kami telah menerima consensus dan sokongan sebanyak 95% daripada penduduk Taman kita melalui surat pekeliling yang dikeluarkan sebelum ini untuk perlaksanaan penggunaan pagar penghadang di 5 lokasi di sekitar taman perumahan kita. Justeru itu, kami akan mula menutup palang penghadang di Hilir 4 dan Hilir 5 dengan kadar segera (seperti sebelumnya; yakni sebelum isu ini keluar di suratkhabar); palang penghadang ini hanya akan dibuka dari pukul 6.00 pagi sehingga 9.00 pagi semasa cuti sekolah ini dan pada waktu persekolahan ia akan dibuka pada masa tengahari yakni dari jam 11:00 pagi hingga 2:00 tengahari.
Pagar Keselamatan di Kawasan Lapang
Kerja-kerja memagar kawasan lapang hamper kini hampir selesai. Kami berharap dengan ciri keselamatan terbaru ini, semua penduduk akan dapat menikmati keselesaan Taman kita bersama-sama.

Bayaran Yuran Keselamatan
Kami juga ingin memaklumkan bahawa pihak Ahli Jawatankuasa akan memulakan punguntan kedua yuran keselamatan mulai minggu pertama bulan Disember 2009. Sila pastikan anda membuat bayaran sebanyak RM300 (untuk setengah tahun kedua) kepada Blok Rep anda atau ahli Jawatankuasa. Kami juga akan membuat kutipan dari rumah ke rumah pada waktu petang selepas pukul 8.00 malam dan anda boleh membuat bayaran anda semasa itu. (Dilampirkan bersama senarai Blok Rep untuk perhatian anda.)

Salam and Greetings to all.
On behalf of the Committee, I am pleased to bring you the latest updates on the activities in our Taman:

Barrier gates
The Committee is happy to announce that with the outcome of our last circular to you, we achieved once again 95% consensus for our barrier gates proposal. As such, we will also commence closing the barriers at Hilir 4 and Hilir 5 with immediate effect; the gates will only be open between 6.00am to 9.00 am during the school holidays and during school terms, the gates will be opened from 11:00 am till 2:00pm.

Fencing for Kawasan Lapang
We are pleased to inform that the fencing project is near completion. We hope that with this additional security measure, you will be better able to enjoy the comfort of our Taman with our fellow residents.

Payment of security fees
We also wish to inform that the Committee will commence collection of the second security fees from the first week of December 2009 onwards. Please make your payment of RM300 (for the second half of the year) to your Block Reps or members of the Committee. We will also be making our rounds in the evenings after 8.00 pm and you can make the payments as well. (Attached is a list of the Block Reps for your easy reference.)

Below is the update for several issues being deal currently:-

1. FENCING AT KAWASAN LAPANG

The progress is almost 80% completed. The delay due to raining. I believes under Mr.Raj and Mr.Nash supervision, the construction of the fencing should be able to complete by this week. For payment wise, we had issue payment up to 80% and balance 20% upon completion of job.

2. SECURITY MONITORING OF NEW SECURITY PROVIDER- CITY SQUAD SECURITY & INVESTIGATION SDN.BHD.

Today, 24/11/09, at 8.30pm, there will be a meeting between our security department (Headed by Mr.Azmi,Mr,Haredas & Mr.Raj) to strenghten and improved the current security service with their operation director, En.Yunus & the security supervisor En. Wan.
Meeting Point : Guard House Taman Sri Angsana Hilir.
For those committee available to attend and wish to raised up some ideas or issues, kindly feel free to attend the meeting.

3. NOTICE OF CONVERTION OF JALAN HILIR 3 AS ONE WAY.

Please take note that the notice had been put up by MPAJ Yesterday @ 24th November 2009,time : around 2.00 to 2:30pm. 2 signboard notice was put up at Jalan Hilir 3 (just before the bridge connected to Desa Pandan and another notice was placed after the bridge, nearby the fencing of Desa Pandan Apartment).
The notice reads as follows “NOTIS PEMBERITAHUAN: UNTUK MAKLUMAN, JALAN HILIR 3 MENUJU KE DESA PANDAN AKAN DITUKAR MENJADI LALUAN SEHALA BERKUATKUASA 30 HARI DARI TARIKH PEMBERITAHUAN INI. TARIKH NOTIS: 15/11/2009″.
Means that after 15/12/2009, if no heavy objection from the residents or the outsiders, the road flow of Hilir 3 will be converted to One Way (down to Desa Pandan).

4. YEAR END FUND REQUEST FROM MPAJ ZONE 16.

I had called Tn.Hj. Meor Rithuan, our MPAJ Councellor for Zone 16 on last Friday and had requested him for year end budget for our future activities. Basically and verbally he agreed to contribute RM 2,000 and he had requested me to put up official letter of request.
Hence, Yesterday, Monday, 24th November 2009, I had submitted by hand to him the letter.
Please refer attachment for the copy of letter submitted to Tuan Haji Meor Rithuan.

5. COLLECTION OF SECURITY FEE’S FOR 2ND TERM OF YEAR 2009.

As per up to date, Madam Malar is preparing a notice for the security collection. I would like to seek the co-operation of all the committee members and block reps to print the list of the respectives blocks and start collection with immediate effect.
I had consulted Mr.Tai our treasurer, and he informed that our security fund will only last till next month payment.
Therefore, the collection schedule for the 2nd term of 2009 cannot be delay.

Any other matters need to be discuss urgently, kindly email and we will look into the matter ASAP.

Salam dan Selamat Sejahtera dari kami di Persatuan Penduduk Taman Sri Angsana Hilir, Kg.Pandan Dalam

Bersama-sama ini kami lampirkan senarai nama penduduk-penduduk taman yang telah pun membuat bayaran perkhidmatan kawalan keselamatan untuk sessi yang lalu.

Diharapkan pihak tuan dapat menggantung notis kawalan keselamatan di setiap rumah yang terlibat dengan kadar segera untuk memberi impak positif untuk pungutan yuran keselamatan yang akan dibuat pada bila-bila masa dari sekarang.

Sementara itu, berikut adalah perkara-perkara berbangkit yang memerlukan penelitian dan tindakan segera di pihak tuan selaku penyedia perkhidmatan kawalan keselamatan di taman kami :

1. Setakat ke hari ini, hanya rondaan bermotor yang telah dijalankan oleh tuan. Belum dilihat rondaan berbasikal dilaksanakan seperti yang telah dinyatakan di dalam modul kerja tuan.

2. Maklum balas dari AJK dan penduduk, keberkesanan rondaan bermotor di pihak tuan masih kabur dan ‘VISIBILITY’ atau kemunculan rondaan bermotor kurang dilihat di kawasan taman terutamanya di Jalan Hilir 3. ( Ini mungkin faktor penyumbang kepada kes pecah kereta yang berlaku di 51, Jalan Hilir 5, pada hujung minggu yang baru lepas).

3. Lampu keselamatan untuk peringatan di pintu masuk utama waktu malam (berdekatan pos kawalan) masih belum disediakan. Hanya ’spotlight’ dilihat telah dipasang pada pos kawalan. Lampu ini juga terdapat dalam item yang sepatutnya disediakan oleh pihak tuan kepada kami.

4. Kunci ‘clocking’ Amano telah kami serahkan pada minggu lepas, tetapi setakat hari ini, belum kelihatan secara efektif,aktiviti ‘clocking’ telah dilaksanakan. Sila maklumkan jadual clocking kepada kami untuk pemantauan.

5. Kami mendapat maklumbalas dari AJK dan penduduk bahawa berlaku kekerapan pengawal malam yang bertugas dengan kerap bertukar(Kerap berlaku muka baru bertugas) Ini adalah sama sekali berbeza dengan jadual asal dimana tuan memaklumkan bahawa terdapat 4 pengawal sepenuh masa bertugas dan 2 pengawal ganti (seperti biodata yang telah disediakan kepada kami).

6. Berdasarkan persetujuan antara persatuan dan syarikat tuan, kami bersetuju untuk menggunakan uniform PUTIH. tetapi dalam masa 17 hari syarikat tuan bertugas, kerap kelihatan pengawal bertugas menggunakan pakaian seragam GELAP.

Ini adalah bahaya kerana penjenayah mungkin boleh melakukan penyamaran dengan menggunakan uniform gelap untuk melakukan aktiviti jenayah. Pd hemat kami, UNIFORM PUTIH harus diseragamkan supaya penduduk2 kami peka bahawa pengawal keselamatan hanya memakai UNIFORM PUTIH dan ini secara langsung memudahkan pihak tuan dari penyeragaman dan keselamatan di taman kami.

7. Perkara-perkara lain adalah seperti kekerapan menggunakan telefon terutamanya diwaktu peak hours pagi. Ini dapat dilihat dengan jelas.kereta keluar masuk dengan kerap tetapi pengawal bertugas duduk sambil bercakap atau sms dengan HP.

Kami berharap agar tuan dapat kembali kepada kami dengan kadar segera berkenaan perkara diatas.

Dear All,

FYI, I wish to inform that one case of car windscreen been smashed happened to my endlot neighbour, at Hse No. 51, Hilir 5, to En Yaacob’s MYVI in the wee hours last Sat nite.

In addition, the flwing cases happened to my immediate neighbours’ house (No. 65,67 & 71) Hilir 5
during DSK’s tenure late late month and during Ramadhan:-

1) Shoes stolen - intruders went into the front portion of the car porch area to steal shoes and ransack the side cabinet during the wee hours
2) Car windscreen smashed - to one unit Proton Iswara which was parked at the roadside near the TNB entrance and not far from the Guardhouse
3) Bicycle stolen - came into the car porch area to steal the bicycle with an accomplice outside the gate compound to receive it, spotted by house owner as he heard the sound from his window

In view of all these happenings at Hilir 5, I met up with one City Squad guard yesterday nite to request him to patrol more often especially from 1.00 am to 6.00 am as most of the case happened after 3.00 am
in our area.

The guard on duty was En Jaafar and he told me that he has just joined City Squad for less than 2 months. Between, when I highlighted the non-frequent patrolling at our area last Sat nite, he gave the
same reason that their bike has broke down.

Most of the intruders came by foot and by bicycle.

Dear All Committee Members and Block Reps,

Salam and Greetings to all.

Today morning, Encik Faizal, the assistant of Encik Hasrolnizam, Engineering Dept. MPAJ called me regarding the update of the following matters:-

1. CONCRETE SLIP / BRIDGE AT NEW DRAINAGE SYSTEM AT HILIR 6:

According to MPAJ, they had done their site visits and CONFIRMED that the concrete slip / bridge is illegal done by their contractors (might be request from the kampong people). Furtherence, they informed me that the concrete bridge is not under the master plan.

Therefore, they had instruct their contractor to demolished the concrete slip/bridge ASAP / IMMEDIATELY.

2. JALAN HILIR 3 ISSUE :

The proposal to reduced traffic flow at JALAN HILIR 3 is APPROVED.MPAJ will convert Hilir 3 as ONE WAY.The implementation will be AFTER THE ‘MESYUARAT JAWATANKUASA LALU LINTAS MPAJ’ had their meeting for the implementation and time frame of implementation according to MPAJ is within one month.

The ONE WAY DIRECTION / FLOW is from TSAH / Ampang toward Desa Pandan / KL.

Hopefully, both the above is satisfactory and accepted by our residents.
